ACKNOWLEDGEMENT

This project took the full-time effort of two people for nine months as well as many uncounted hours of others. Each person we spoke to added to our understanding of our assignment. We have tried to voice our appreciation but recognize that we probably missed opportunities to do so.

Many people spoke ‘on the record’, giving their names and willingness to be heard publicly. However, many spoke “off the record” and their comments were just as important to this project. In the end we decided not to name any specific people who contributed to the research in the report, although many people deserve recognition.
